Melvin Raphael Kapper, 51, of Olney died Wednesday, November 27, 1991 at Richland Memorial Hospital.  Burial in St. Joseph Cemetery in Olney with full military rites performed by the Olney Veterans Organizations.

Mr. Kapper was born in Richland County August 23, 1940, the son of Justin and Edna (Kocher) Kapper. He married Barbara Likens May 6, 1964 in Olney.

Mr. Kapper was a construction worker for Schrey Brothers, Inc. He was a member of St. Joseph Catholic Church in Olney. He was a U.S. Army veteran with military police.

Mr. Kapper is survived by his wife, Barbara of Olney; one son, Eric Benjamin Kapper of Olney; one daughter Desiree Andree Kapper of Ft. Lauderdale, Fla.; one brother, Rev. Father Loren Kapper of Herrin, Il.; two sisters, Mrs. Bruce (Joanne) Aiken of Memphis, Tenn. and Mrs. Jim (Karen) Rowland of Pontoon Beach, Ill. and mother, Edna Kapper of Olney.

Mr. Kapper was preceded in death by his father.
